City Hires New Director of Finance

The City of Duncan is very pleased to announce the selection of its new Director of Finance, Ms. Bernice Crossman.

Ms. Crossman originally came to the City in the fall of 2017 as the Manager of Financial Services. Ms. Crossman is a Certified Professional Accountant who, during her time in the Manager of Finance Services, has demonstrated a sound understanding of municipal government accounting and proven herself to be a great team builder. Prior to moving to the Cowichan Valley in 2017, she held the position of Director of Finance at Burns Lake for four years.

The City held a competition for the Director of Finance position. Out of numerous applications, Ms. Crossman’s knowledge and experience, as well the leadership she has demonstrated since joining the team, provided the best fit for the City of Duncan. Ms. Crossman’s official appointment was effective July 3, 2018.

“The Director of Finance is a key position on the senior management team. We are extremely pleased to have had the opportunity to promote Ms. Crossman to the role,” said Chief Administrative Officer, Peter de Verteuil. “She has extensive knowledge of the Local Government legislation, strong public sector finance background and is a great asset to the corporate culture here at the City.”

Ms. Crossman will be replacing outgoing Director of Finance, Talitha Soldera, who was with the City since 2013. During her time with the City, Ms. Soldera proved herself to be a dynamic and strategic leader with an excellent track record managing the City’s budget and financial performance. Soldera has recently taken a position with the Cowichan Valley Regional District.

The Finance Department oversees purchasing, payroll, water and sewer utility, accounts payable, accounts receivable, budgeting, business licensing, asset management and taxation.
