Downtown Parking Information

OVERVIEW:

The Cowichan Valley has seen tremendous growth in population; this includes those relocating to the area, tourists, and those wanting to do business in our beautiful downtown, which is putting pressure on parking. City Staff are working to find solutions to further address the parking issues. One of the most common complaints received at both the City of Duncan and the Downtown Duncan Business Improvement Area is that business owners or employees are parking downtown during business hours. When an owner or employee parks in the downtown, even for a short duration, this takes a space away from a potential customer. These complaints not only come from disgruntled customers, but from fellow downtown business owners and employees as well.

KEY FACTS:

What does it mean to be 100% customer friendly? The goal of the City of Duncan is to be 100% customer friendly by ensuring prime parking spots are available for customers shopping downtown. Enforcement efforts are directed at business owners, employees, students and residents using downtown three-hour customer parking spaces. If a vehicle is noted on two or more occasions parking downtown for longer than the posted time, or reparking in the downtown later that day, they will receive a warning. Subsequent infractions will likely result in a $25 ticket. Customers who are issued parking tickets while shopping downtown are encouraged to contact City Hall to discuss the City’s parking approach. Where can staff and business owners park? The City and the DDBIA are asking for the cooperation of all business owners and employees working in the downtown core to refrain from parking on the streets during business hours at all times. This includes employees or owners parking for three hours or less (except when making brief deliveries). There is $2 paid all-day parking just outside the downtown core (see parking map on reverse). Monthly passes are also available for $30/month or less ($24/month for a yearly pass).

NEXT STEPS:

Will the City be exploring other options to improve parking? The City of Duncan is in the process of making changes to the parking structure on Duncan Street. While additional information on this will be provided soon, these upcoming changes will include:

  • Increasing the allocation of “free two-hour parking” spots; and
  • Installing new parking ticket dispensers.

The City will also be establishing a parking committee to explore additional compliance options, additional parking capacity options, and other parking matters.
