City of Duncan Water Meter Program – North Cowichan, Cowichan Tribes and CVRD Customers
Municipality of North Cowichan Customers
Effective January 1, 2021 most customers with a meter in the Municipality of North Cowichan (MNC) receiving water from the City of Duncan will be billed on one of two metered rates.
Customer with a meter who were on a flat rate in 2020 and have an account number starting with 200 or 300 will be converting to the City’s new pay-per-use metered water rate and tri-annual billing periods as follows:
If you are a MNC customer converting to the new pay-per-use metered rate you should have received communication explaining the new rate, billing frequencies, and your account’s estimated rate impact.
MNC customers who are already on a metered rate in 2020 (accounts starting with 620 or 630) will continue to be billed semi-annually under the same metered rate structure in 2021, but will be moving to the new pay-per-use tri-annual metered rate in 2022.

Cowichan Valley Regional District (CVRD) and Cowichan Tribes Customers
There are no changes to the rate structure or billing period frequencies for customers in the CVRD or Cowichan Tribes areas in 2021. Changes are anticipated to occur in 2022 and 2023.
