Council Update – April 28, 2025
The City of Duncan Council Update is a snapshot of items considered at meetings of Council. These are not the official minutes. Meeting agendas, minutes, and videos can be accessed through the City’s Council Meeting Portal.
- A Public Hearing was held at 4:00 pm to consider Zoning Bylaw Amendment Bylaw No. 3166.11 – a bylaw to make miscellaneous amendments related to housing, parking, and consistency with the Official Community Plan.
- Council received the report of the Chief Administrative Officer that includes updates on a number of City initiatives. The Chief Administrative Officer added that the proposed lease of one stall at the Canada Avenue public washrooms would not be proceeding.
- Council confirmed Friendship Square – Hiiye’yutul’ as the new name for Station Street Park as recommended by the results of a public survey held on Small Town. Big Conversations. over the past several weeks.
- Council approved a comprehensive update to the Public Art Policy, and repealed the Totem Pole Maintenance Policy and Mural Policy which were addressed through the Public Art Policy update.
- Council confirmed its support for a grant application to the UBCM Next Generation 911 Program for $77,000 to purchase mobile computer-aided dispatch data terminals for the Duncan Fire Department.
- Council approved a tender award for the removal and replacement of the Fire Hall backup emergency generator to Prep Energy for the tender amount of $180,700 plus tax.
- Council directed staff to prepare a resolution on the following topics for Council consideration to submit to the 2025 Union of BC Municipalities Convention:
- Rent control between residential tenancies
- Inclusion of the Village Model in the federal government’s Homes for People housing continuum
- More on-site mental health and addictions services for supportive and transitional housing.
- Council gave third reading to Zoning Bylaw Amendment Bylaw No. 3166.11, 2025 – a bylaw to make miscellaneous amendments related to housing, parking, and consistency with the Official Community Plan.
- Council adopted Financial Plan 2025-2029 Bylaw No. 3257, 2025 – a bylaw to establish the Financial Plan for 2025-2029.
- Council adopted Tax Rates Bylaw No. 3258, 2025 – a bylaw to establish tax rates for the year 2025.
- Council adopted Duncan Fire Department and Fire Services Amendment Bylaw No. 3218.01, 2025 – a bylaw to regulate the fire department, fire prevention, and provide for the protection of life and property.
- Council proclaimed May 30 to June 6, 2025 as Island Good Days in the City of Duncan.
