Council Update – May 6, 2024
The City of Duncan Council Update is a snapshot of items considered at meetings of Council. These are not the official minutes. Meeting agendas, minutes, and videos can be accessed through the City’s Council Meeting Portal.
- Staff Sergeant Beard presented to Council on the North Cowichan/Duncan RCMP Detachment’s First Quarter Report.
- C. Vanderhorst of MNP presented the 2023 Audit Findings for the City of Duncan.
- Council received the report of the Chief Administrative Officer that included updates on a number of City initiatives.
- Chief Carmichael presented the Duncan Fire Department’s First Quarter Report.
- Council approved Development Variance Permit No. DVP-2024-01 for 339 Campbell Street to facilitate a 3-parcel bare land strata subdivision.
- Council supported undertaking a public naming process for Station Street Park that includes a name in both English and Hul’q’umi’num, and appointed Mayor Staples and Councillor Newington to the Station Street Placemaking Project Naming Advisory Group.
- Council issued a Heritage Alteration Permit for 200 Craig Street to facilitate the City Hall roof replacement and façade restoration project.
- Council considered an Official Community Plan and Zoning Bylaw Amendment Application for Price Place. The application was referred back to the applicant to consider including affordable housing, a minimum number of family-sized dwelling units, a commitment to construct offsite improvements to Price Place between the development site and Dobson Road, and increasing the minimum interior side parcel line setback.
- Council adopted 4 bylaws:
- Fees and Charges Amendment Bylaw No. 3218.08, 2024 to amend several nuisance abatement fees and clarify special event permit fees.
- Bylaw Repeal Bylaw No. 3242, 2024 to repeal certain bylaws.
- Development Cost Charges Reduction Bylaw No. 3243, 2024 to reduce development cost charges to an affordable housing development at 162 First Street.
- Tax Rates Bylaw No. 3244, 2024 to establish tax rates for the year 2024.
- Council appointed Mayor Staples and Councillor McKinlay (alternate) to the Cowichan Valley Primary Care Society Task Force as non-voting liaison members.
The next Regular Council meeting is scheduled for Tuesday, May 21, 2024.
