Council Update – April 15

The City of Duncan Council Update is a snapshot of items considered at meetings of Council. These are not the official minutes. Meeting agendas, minutes, and videos can be accessed through the City’s Council Meeting Portal.

  • Council received the report of the Chief Administrative Officer that included updates on a number of City initiatives.
  • Council approved a Development Variance Permit for 1006 Vista Avenue to allow construction of a new single unit dwelling that will project slightly into the setbacks.
  • Council directed staff to design and construct a parklet at 135 Kenneth Street to offer additional bicycle parking and a resting place adjacent to a newly installed mural at 149 Kenneth Street.
  • Council approved Cowichan Green Community installing a new shed in Centennial Park to support their ongoing management of the cob oven.
  • Council awarded a contract to Lennox Masonry to complete masonry restoration work for Duncan City Hall. This work will begin in early May and is expected to last 45 – 60 days. Sidewalk detours and partial sidewalk closures will be required while the work is taking place. Impacts to the Saturday Duncan Farmers’ Market will be minimized as much as possible.
  • Council adopted a Zoning Bylaw Amendment and approved a Development Permit to facilitate Duncan Housing Society’s construction of a community hall and a 130-unit affordable housing development at 162 First Street. Council also gave the first three readings to a Development Cost Charges Reduction Bylaw to reduce the development cost charges for this development.
  • Council gave the first three readings to the Tax Rates Bylaw to establish property tax rates for 2024.
  • Council adopted a Works and Services Bylaw Amendment Bylaw to update the provisions for the undergrounding of electrical and telecommunication lines in the Works and Services Bylaw.
  • Council made three proclamations:
    • May 12 – 18, 2024 as Local Government Awareness Week
    • May 19 – 25 as National Public Works Week
    • June 3 – 9, 2024 as Island Good Days
