Council Update – September 9, 2024

The City of Duncan Council Update is a snapshot of items considered at meetings of Council. These are not the official minutes. Meeting agendas, minutes, and videos can be accessed through the City’s Council Meeting Portal.

  • Council heard from CitySpaces Consulting which is working on behalf of the Cowichan Valley Regional District on a Cowichan Region Workforce Housing Strategy.
  • Council received the report of the Chief Administrative Officer that included updates on a number of City initiatives.
  • Council approved permanent installation of a scramble crossing at the intersection of Canada Avenue and Ingram Street and directed staff to bring forward a 2025 budget item to review traffic flow at nearby intersections to direct vehicles away from Canada Avenue, subject to alignment with the Transportation and Mobility Strategy.
  • Council gave first and second readings to Official Community Plan and Zoning Bylaw Amendment Application No. ZB-2023-03 for Price Place as amended to remove the site-specific parking provisions so that Council may consider parking variances in conjunction with a development permit application and a detailed development design. Council also requested that the applicant commit to providing affordable housing on a long-term, permanent basis, and provide the commitment in writing to the City prior to the public hearing.
  • Council gave first three readings to Delegation of Authority Amendment Bylaw No. 3115.03, 2024, with amendments. This bylaw is intended to expedite decision-making and the administration of municipal services, where appropriate.
  • Council adopted Planning and Development Applications Procedure Bylaw No. 3245, 2024, a bylaw to establish procedures for planning and development applications and development approval information requirements.
  • Council adopted Development Cost Charges Waiver Bylaw No. 3246, 2024, a bylaw to enable Council to waive development cost charges for affordable rental housing. This bylaw is intended to expedite the process to seek the City’s approval to waive or reduce development cost charges for affordable rental housing.
  • Council proclaimed November 4, 2024 as CRPS/RSD Awareness Day in the City of Duncan.
