Council Update – October 21, 2024
The City of Duncan Council Update is a snapshot of items considered at meetings of Council. These are not the official minutes. Meeting agendas, minutes, and videos can be accessed through the City’s Council Meeting Portal.
- A representative of the Cowichan Restorative Justice Society presented to Council with a request for funding from the City’s Policing Budget to support the work of the Society, which was referred to the November 1, 2024 Committee of the Whole meeting.
- Council received the report of the Chief Administrative Officer that included updates on a number of City initiatives.
- Council approved Temporary Use Permit Application No. TUP-2024-01 for 610 Trunk Road to facilitate the temporary accommodation of up to 40 unsheltered people in up to 40 modular sleeping units for a period beginning on December 1, 2024 and ending on December 31, 2026.
- Council approved a Licence of Occupation for the Cowichan Hospital Auxiliary Thrift Store for use of one parking stall on the west side of the Kenneth Street parking lot immediately behind 138 Craig Street to install a scissor lift, gate, and roof to bring donations onto the loading bay.
- Council approved a new Downtown Duncan Business Improvement Area Society Annual Events and Activities Policy to facilitate the planning and hosting of the DDBIA’s annual events.
- Council confirmed support for the Cowichan Valley Regional District (CVRD) to apply for, receive, and manage the following UBCM Community Emergency Preparedness Fund grants on behalf of the City of Duncan:
- Emergency Support Services ($200,000)
- Emergency Operations Centre ($200,000)
- Public Notification and Evacuation Route Planning ($200,000)
- Council also approved the CVRD to apply for, receive, and manage the 2024 Ministry of Emergency Management and Climate Readiness Disaster Resilience and Innovation Funding Program grant funding up to $1,850,000 on behalf of the City.
- Council received a report from the Chief Administrative Officer on upcoming work to implement 18 parking spaces at a new parking lot at 177 Third Street.
- Council adopted Tree Protection Amendment Bylaw No. 3135.03, 2024 – a bylaw to clarify exemption criteria for development permits.
A Committee of the Whole meeting is scheduled for Friday, November 1, 2024 at noon to discuss the City’s 2025 Operating Budget.
The next Council meeting is scheduled for Monday, November 4, 2024, at 6:00 pm.
