Council Update – November 18, 2024
The City of Duncan Council Update is a snapshot of items considered at meetings of Council. These are not the official minutes. Meeting agendas, minutes, and videos can be accessed through the City’s Council Meeting Portal.
- The Officer in Charge of the North Cowichan/Duncan RCMP Detachment provided Council with a Third Quarter Report.
- L. Janke presented on his report “Assessing the Impacts of Non-Point Source Pollution in the Cowichan River” that was prepared for the Cowichan Watershed Board.
- Council received the report of the Chief Administrative Officer that included updates on a number of City initiatives.
- The Duncan Fire Chief provided Council with a Third Quarter Report for the Duncan Fire Department.
- Council approved a change to the Fire Department Service Level from Full Service Operations to Interior Operations to bring the Department into alignment with the majority of other fire departments in the Cowichan Region and to better reflect the Department’s current capacity.
- Council received the 2024 Interim Housing Needs Report. This report identifies the number of housing units required over the next 5 and 20 years, and responds to recent amendments to the Local Government Act intended to produce more housing in British Columbia at an accelerated pace to improve the availability and affordability of housing.
- Council approved a 5-year licence agreement with the owner of 693 Powell Street for a portion of the lane adjacent to 693 Powell Street.
- Council gave first three readings to Council Procedure Amendment Bylaw No. 3050, 2024, a bylaw to update the process to establish the annual Council meeting schedule and to revise the public notice posting places to make them more accessible. Council also adopted a Regular Council Meeting Schedule for 2025.
- Council gave first three readings to Fees and Charges Amendment Bylaw No. 3212.09, 2024 – a bylaw to set the utility rates for 2025 and make other housekeeping amendments.
- Council gave first three readings to Financial Plan Amendment Bylaw No. 3241.02, 2024 – a bylaw to amend the financial plan for 2024-2028.
- Council adopted Housing Agreement Bylaw No. 3252, 2024 for 257 Evans Street – a bylaw to authorize the City and the owner of 257 Evans Street to enter into a housing agreement for a 55+ assisted living residential facility.
- Council adopted Capital Infrastructure Reserve Fund Bylaw No. 3253, 2024 – a bylaw to establish a capital infrastructure reserve fund.
