Engineering Capital Projects Manager

The City of Duncan invites applications from candidates with proven skills, qualifications, and abilities for the regular full-time position of Engineering Capital Projects Manager.

POSITION SUMMARY:

Reporting to the Director of Public Works and Engineering or designate, the Engineering Capital Projects Manager (ECPM) provides engineering design, construction, and contract management for the City’s capital projects. With knowledge in the civil, mechanical, and structural engineering fields, the ECPM provides expertise in asset management and applicable regulations, and works collaboratively with consultants, contractors, and staff from other City departments to deliver high quality capital infrastructure projects with safety and efficiency in mind.

The work of the EPCM generally includes project scoping, capital budget development, engaging the services of professional engineering consultants, managing and/or facilitating the design and delivery of engineering projects, responding to public inquiries, providing technical support to internal departments, reviewing design drawings, mentoring junior staff, and participating in inter-departmental projects.

The salary range for this position is $82,000 to $102,000 for 2025.

KEY DUTIES:

  1. Lead or advise on the delivery of capital projects from initiation to completion, with awareness and management of project risks and issues, technical requirements, timelines, and financial targets.
  2. Lead or support the creation of proposals, RFPs, RFQs, and tenders, including methodology and resource estimates.
  3. Perform contract administration on behalf of the City, including: review and prepare engineering designs, construction documents, change orders, progress payment certificates, and invoices; coordinate activities and maintain project schedules; ensure construction conforms with contract documents and meets expected quality standards; review and maintain project cost data and issue monthly reports.
  4. Solve challenging problems that could include planning, business case development, project implementation, monitoring, or assessments.
  5. Coordinate activities of broader project teams including consultants and contractors, to maintain project schedules and budgets to ensure successful project completion.
  6. Support the identification and selection of potential partners such as vendors or niche specialists.
  7. Review and report on progress at construction sites.
  8. Complete engineering design on assigned projects, potentially in coordination with engineering consultants.
  9. Review the work of City engineering technicians / technologists or students related to the projects being managed.
  10. Assist with managing the general administrative and recordkeeping functions to ensure project-specific quality management information is readily available including the completion of required quality documentation.
  11. Assist with ensuring subcontractor compliance with inspection test plans, construction drawings and procedures, and other quality documents applicable to the work being performed.
  12. Manage project-related inquiries or escalations and provide appropriate responses in a timely manner.
  13. Prepare detailed analysis or review of aspects of the project as may be required.
  14. Be a courageous safety proponent, adhere to and sponsor safety and environmental rules and procedures.
  15. Assist various internal teams with project support and provide engineering technical review for subdivision and development applications, as assigned.
  16. Other duties as assigned.

REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS:

  1. A two-year diploma in Civil Engineering Technology, or other engineering or building technology diploma from a recognized institution.
  2. A minimum of 3 years of directly-related experience.
  3. Eligible to register as an AScT with the Applied Science Technologists and Technicians of BC (or equivalent).
  4. A valid BC Class 5 Driver’s License.
  5. Proficiency with computer-based engineering applications including AutoCAD.
  6. Knowledge of the operation of manual and computer-assisted surveying and drafting equipment i.e. GPS RTK units, total stations.
  7. Candidates with an equivalent combination of education and experience may be considered.

DESIRABLE KNOWLEDGE, ABILITIES, AND SKILLS:

  1. Project Management Professional (PMP) certification will be an asset.
  2. A good working knowledge of ESRI ArcGIS Pro and a foundational understanding of geographic information systems (GIS) and its application in a municipal setting.
  3. Superior communication and interpersonal skills; ability to effectively articulate information through a variety of means with tact and diplomacy while working with management and Union personnel, elected officials, other governmental agencies, and the public.
  4. Demonstrated ability to handle a complex and varied workload in a flexible manner, often under pressure.
  5. Ability to develop, implement, interpret, and effectively explain organizational policies, procedures, guidelines, and programs, working within the spirit and the intent of policy for the organization’s success.
  6. Ability to reason and analyze data to accomplish work objectives; ability to assess situations and identify possible courses of action and opportunities.
  7. Ability to adjust working schedule on occasion for specific field construction activities.
  8. Proven success in a results-driven organization where success is measured on execution, delivery, and safety on multiple projects.
