Council Update – April 14, 2025

The City of Duncan Council Update is a snapshot of items considered at meetings of Council. These are not the official minutes. Meeting agendas, minutes, and videos can be accessed through the City’s Council Meeting Portal.

• Council received the report of the Chief Administrative Officer that includes updates on a number of City initiatives.
• Council directed staff to create a Tree Rebate Program and Tree Sale with up to $25,000 to be funded from the Local Government Climate Action Program reserve. Information on these initiatives will be available on Small Town. Big Conversations. in the coming weeks.
• Council awarded the tender for Highland Avenue Watermain Upgrade to In The Dirt Contracting Ltd. For the contract amount of $367,025 plus taxes, and allowances for optional work and contingency.
• Council amended the Travel Expense Policy.
• Council directed the allocation of $24,000 in the 2025 budget to reimburse property owners up to $3,000 for survey and registration costs for road dedication required prior to issuance of a building permit for small-scale additions, new accessory buildings that do not contain dwelling units, renovations, and tenant improvements with a building permit construction value of up to $150,000, to be funded from the Housing Accelerator Fund Reserve.
• Council gave first and second reading to Zoning Bylaw Amendment Bylaw No. 3166.11, 2025 – a bylaw to make miscellaneous amendments related to housing, parking, and consistency with the Official Community Plan.
• Council gave first three readings to Financial Plan 2025-2029 Bylaw No. 3257, 2025 – a bylaw to establish the Financial Plan for 2025-2029.
• Council gave first three readings to Tax Rates Bylaw No. 3258, 2025 – a bylaw to establish tax rates for the year 2025.
• Council gave first three readings to Duncan Fire Department and Fire Services Amendment Bylaw No. 3218.01, 2025 – a bylaw to regulate the fire department, fire prevention, and provide for the protection of life and property.
• Council proclaimed May 2025 as MS Awareness Month in the City of Duncan.
